An alert fires where what citizens see at the stream lines up with lab signs of risk to people and animals. Alerts that rest on the lab survey alone (resistance genes, fecal markers with no visible source, no citizen checks) are grouped into one alert per city so the list stays workable; each stream still shows its own alerts in its detail panel.
